This synopsis is for a proposed contract modification to increase funding to Contract N00039-16-C-0073
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Navy
Enterprise Networks (NEN) PMW-205, intends to issue a modification to contract
N00039-16-C-0073. The original J&A No. 17,827 provided for one base year and
four options years. The contract was awarded to Ridgewood Technology Partners,
LLC of Reston, VA 20191 on 03 June 2016 as a Cost-Plus-Fixed-Fee (CPFF). The
contract had one 12-month base year and one 12-month Option Year. This
synopsis is for a proposed contract action to modify contract N00039-16-C-0073
by adding the additional three option years.
Justification to procure using other than full and open competition is made
pursuant to 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other
Supplies or Services will Satisfy Agency Requirements. This synopsis is for the
anticipated engineering and maintenance services from Ridgewood Technology
Partners, LLC for the COMPASS software tool. The intent of the modification is
to incorporate three option years to the contract for services in the
sustainment of the front-end user interface: Program Management, Software
Engineering, Software Testing, Implementation and Integration Support, and User
Training. Each option year will provide for engineering and maintenance labor
hours, as well as the annual renewal of the COMPASS software license. The
estimated performance completion date is 02 June 2021; should the Government
wish to exercise all option years.
The estimated value for the contract modification is $8,939,580.48.
Ridgewood is the developer, capability architect, and engineer/designer of the
analytical engine known as COMPASS, and is the only source able to provide the
IT service-specific engineering and maintenance to the web based application
front-end user tool known as the Business and Market Intelligence (BMI)
Planning Tool that supports the NGEN System Program Office. The COMPASS tool
consists of a front-end user interface and a back-end logic engine. Ridgewood
has restricted rights to the back-end logic engine (COMPASS), and the front-end
user interface (BMI) is dependent upon the back-end. The Government determined
that competing the back-end logic engine would most likely result in
compatibility issues with the already developed front-end (BMI). Front-end
technology consists of the User Interface functionality of the COMPASS
software, including user experience, static workflow, user interface logic, and
user screens.
This notice of intent is not a request for competitive proposals or a
solicitation of offers. However, all expressions of interest received within 15
days after the date of this synopsis will be considered by the Government. Any
submissions will not be reimbursed by the Government and the entire costs of
any submission will be at the sole expense of the source submitting the
information. A determination by the Government not to compete this proposed
contract action based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
