Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract modification for approximately 266 Tomahawk Block IV Composite Capsule Launching System (CCLS) Capsules. NAVAIR intends to award this effort to Raytheon Missile Systems (RMS) P.O. Box 11337, Tucson, AZ 85734-1337. RMS is the only company capable of performing this effort. Since 1994, RMS has been the sole developer, designer, and manufacturer of the Tomahawk All-Up-Round (AUR). RMS solely possesses the current configuration and manufacturing data for the Tomahawk Block IV Missile. RMS currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. RMS is responsible for maintaining the existing capsules and performing any required re-certification, repair, refurbishment or remanufacture of them. RMS is the only source that possesses the current technical, configuration, manufacturing data, and unique expertise required to produce a CCLS capsule capable of complying with the Tactical Tomahawk Block IV configuration. Because a detailed knowledge and expertise of the Tomahawk Block IV missile is required to provide these CCLS Capsules, RMS is the only source capable of accomplishing this requirement in the required timeframe and without duplication of cost.Note 22
