The Air Armament Center, 308th Air Armament Systems Wing, 308th Air Armament Systems Group, 692nd Armament Systems Squadron (692d ARSS), intends to solicit and award sole source contracts under the authority of FAR 6.302-1 to Raytheon Missile Systems, Tucson, AZ to procure the following efforts: various MALD/MALD-J activities to include trainer units; risk reduction activities associated with development; production transition; support of Initial Operational Test and Evaluation (IOT&E); and Operational Safety, Suitability and Effectiveness (OSS&E). The only known responsible source that can satisfy these requirements is Raytheon Missile Systems (RMS) because only it possesses the critical vehicle information and possesses the qualified vehicle design. No Technical data package is available from the government. The Explosive Ordnance Disposal (EOD) trainers must replicate the baseline MALD/MALD-J decoy design, developed, and demonstrated by RMS. The trainer must facilitate EOD technician training to include internal component visibility and capability to perform/train render safe operations. The EOD trainer must be delivered no later than Jul 09. Load/maintenance trainers must replicate the baseline MALD/MALD-J decoy design, developed, and demonstrated by RMS. The trainer must facilitate training to include aircraft loading operations using the Raytheon-demonstrated, container-integrated handling cradle. Additionally, electronic functionality of the trainer must include capability for maintainers to perform built-in-test (BIT), software reprogramming, and mission data load using the Common Munitions BIT Reprogramming Equipment (CMBRE) test set. The trainers must be delivered beginning no later than Mar 09 at a rate of 3 per month. The risk reduction activities shall include procurement of hardware, efforts to mitigate risk in continued development of MALD/MALD-J. The production transition includes efforts to mitigate MALD/MALD-J risk from SDD to LRIP to FRP supporting from 150 to 600 missiles per year. The IOT&E and OSS&E efforts shall provide support to the government and are intended to be level-of-effort tasks. During IOT&E testing the effort as a minimum shall include certification of the Range Safety system, field check-out of the vehicle prior to testing and the necessary support required for data analysis and if necessary failure investigation. OSS&E effort as a minimum shall include engineering, planning, testing, analysis and reporting required for sustaining MALD/MALD-J throughout the life cycle.
