The U.S. Army, Army Contracting Command (ACC) - Warren (DTA), is seeking interested sources for the procurement of the M4 Carbine 5.56mm, Part Number: 9390000, NSN: 1005-01-231-0973, Military Specification: MIL-DTL-70599C and the M4A1 Carbine 5.56mm, Part Number: 12972700, NSN: 1005-01-382-0953, Military Specification: MIL-DTL-71186A.

The contractor will also be required to provide ancillary equipment as specified by the contract. The contractor is responsible for providing all materials, equipment, tooling, personnel, and facilities necessary to manufacture, test, produce, and deliver the quantities of deliverables specified by the contract. The M4 and M4A1 specifications will be provided to interested sources upon request to the POC listed below.

The Government anticipates releasing a formal solicitation in the April to May 2011 timeframe; the Government may issue additional information prior to issuance of the formal solicitation. The Government intends to award a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a total estimated quantity of 70,000 to 100, 000 weapons. The Government anticipates ordering 25-30% in each of years 1 and 2 and 13-17% in each of years 3 through 5. Award is intended to be acquired through best value competition restricted to the U.S. & Territories. The carbines will be produced in accordance with the M4/M4A1 Technical Data Package (TDP) within the limits and restrictions of the license agreement between the U.S. Government and Colt Defense, LLC.

The Government is interested in gathering information from interested sources on the following:

* Manufacturing Capabilities - provide information with regard to your current product line, capabilities, and facilities to manufacture and test M4/M4A1 carbines.
* Quality Assurance - provide information on your quality assurance processes and procedures including any certification(s).
* Production Schedule - provide the following information:
o Lead time to produce first article test hardware
o Estimated time to complete first article test
o Lead time from first article acceptance to first production delivery
o A recommended monthly production delivery schedule for the quantities outlined above
o Maximum monthly production and delivery quantities

Please provide the above information, any requests for the M4 and M4A1 specifications, and any additional comments to the POC listed below by 07 March 2011. Early Responses are appreciated.
