The U.S Army Contracting Command, Picatinny Arsenal, N.J. 07806-5000, on behalf of Product Manager, Crew Served Weapons, intends to award a contract modification and delivery order on a limited competition basis to FN Manufacturing, LLC, 797 Old Clemson Rd., Columbia, SC 29229 (contract W15QKN-12-D-0008) and Colt Defense, LLC, 547 New Park Avenue, West Hartford, CT 06110 (contract W15QKN-12-D-0009) to fabricate and deliver 1,125 M240L Medium Machine Gun (MMG) Receivers to the U.S. Army. This procurement will be issued as Indefinite Delivery Indefinite Quantity (IDIQ) modifications with Firm Fixed Price (FFP) delivery orders to Contract W15QKN-12-D-0008 and W15QKN-12-D-0009 under the authority of 10 U.S.C. 2304(c)(1); Only One Responsible Source and no other supplies or services will satisfy agency requirements as authorized by FAR 6.302-1(a)(2)(ii)(A). This modification seeks to raise the ceiling of the original contracts by adding work and will not alter the contract period of performance for the original contracts, awarded as five (5) year IDIQ multiple award contracts. The overall contract effort will be for the fabrication, inspection, testing and delivery of 1,125 M240L MMG Receivers. The Governments minimum ordering obligation will be satisfied after issuance of the first delivery orders for each contractor totaling a quantity of 160 of the M240L MMG Receivers (80 per contractor). The M240L MMG Receiver is to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the M240L MMG Specification. The M240L MMG receiver is the basic housing of the M240L MMG. The Receiver is primarily made of titanium, with some internal steel parts. It consists of the left and right side plates, front guides, locking shoulders, bottom plate, front block, barrel latch and rear sight bracket which are riveted together. The receiver provides the interfaces/mating surfaces for the other weapon components (operating rod, drive spring, bolt and locking lever, barrel, trigger group, buttstock, feed tray, top cover, sling, charging handle) to make it a fully functional machine gun.
