The U.S. Geological Survey intends to make a non-competitive award to Picarro, Inc. in Sunnyvale, CA for 10 Hz carbon dioxide, methane, and water vapor for eddy covariance flux to be delivered by 09/30/2010.
Picarro, Inc. is the only known source for this requirement because of the ability to manufacture a laser based trace gas analyzer that truly measures at the rate (10 Hz) required for eddy correlation flux measurements of CO2 and CH4 as well as in the higher precision 5 second sampling interval using cavity ringdown spectroscopy technology.
In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1).
