The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a Sole Source Basis with COLT Defense LLC under the authority of FAR 6.302 for rifles and rifle accessories.  A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received from interested parties will be considered solely for the purpose of determinig whether to conduct a competitive procurement.  Award will be based on COLT Defense LLC exclusive specifications.  An award will be made utilizing the Simplified Acquisition Procedures FAR 13.5.  Awardee must be registered with the Central Contractor Registration (CCR) for electronic funds transfer.  The NAICS Code is 332994.
