This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures. This combined synopsis/solicitation will be posted on NECO/FBO satisfies the requirement of FAR 5.201(b)(1)(i).
THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS.
The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, the following items:

The NAICS code is: 334511 and the size standard 750 employees. This combined synopsis/solicitation is a "SOLE SOURCE Requirement". The contract type will be a Firm, Fixed Price.
This requirement is SOLE SOURCED to: Quality Innovation Solutions (QIS), Inc. as the only source that can provide support in T&E, particularly with authoring TEMPs, TEMP Test Resource and other test planning and reporting documents, and executing testing for ACAT I level acquisition programs. This vendor holds the Patent rights for the Development of CAC2S, which is a Navy product for the test and evaluation (T&E) doctrines.
