This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0014 is issued as a request for quote
(RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 324110; the small business size standard is 500 employees.
The USDA-ARS in Ames, Iowa, has the need for the following products:
001) 14,000 gallons of #1 dyed diesel fuel for 100K sized gallon above-ground storage tank.
Scope of Work:
The United States Department of Agriculture (USDA), NCAH Central Utility Plant is seeking quotes on a one-time delivery of 14,000 gallons of #1 dyed diesel fuel. The fuel is used to fire steam boilers used to provide heat and sterilization in the event of utility curtailment, and support and operate the diesel generators in the event of a power outage to the facility. The fuel is for off-road use only.
The delivery tanker must have its own delivery pump and be able to attach to a 4” male cam-lock fitting.
Delivery shall take place during normal business hours of facility operation (Monday through Friday 8am – 4:30pm Central time, excluding Federal holidays). The contractor shall give at least 24-hour notice to the government point of contact prior to delivery. The contractor will be added to the expected visitor log and be escorted on government property to the tank.
Submitting a Quote:
To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at the time of offer. REGISTRATION IS FREE. For assistance with SAM call 1-866-606-8220 or go to www.sam.gov. A DUNS (Dun and Bradstreet) number is required in order to register. Vendor must also include their DUNS# on their quote.
The submission and payment of invoices on the resulting contract will be made through the Department of Treasury’s Invoice Processing Platform (IPP) at ww.ipp.gov. As such, vendors must be registered in IPP to submit invoices for payment on any resultant contract.
NOTE: Quotes must include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase.
