PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.  The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price purchase order with Arrowhead Forensics to procure Capture BT Superglue Fuming Chambers. Only this suggested source can furnish the requirement because the Scientific and Biometric Analysis Unit (SBAU) requires fuming chambers that include a maximum hot plate temperature of 600 F (315 C) with the ability to set the hot plate temperature anywhere between 47 and 315 degrees C in one degree increments, automated placement of the glue tin on the hot plate when desired temperature is reached, a full stainless steel interior, a mobile stand with storage drawer, and a wire shelf kit for placing evidence items within the chamber. Arrowhead Forensics is the only company that manufactures the Capture BT Superglue Fuming Chamber.

Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. SBAU needs to purchase the Capture BT Superglue Fuming Chamber that has been internally validated by the FBI latent print discipline and meets our performance requirements. The two chambers requested are necessary to increase the number of chambers available to personnel so that more work can be completed in a timely manner.

This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing; the size standard is 1000 employees.

The Government intends to negotiate with only one source under the authority of FAR 6.302-1.  This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability by responding to this requirement by contacting Naporshia Jackson via email only at [email protected], no later than 8:00 am (CST) on Monday, November 8, 2021.  Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered.  Information received will be used solely to determine whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. 

Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM.  Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information.  The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
