The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Michigan State University (MSU), East Lansing, Michigan, for research and development associated with production and evaluation of biodegradable nanocomposites made fr om Polyhydroxyalkanoates (PHAs) that can be used for packaging in a marine environment. The research involves optimization of processing parameters for PHA/nanoparticles; films will be made and characterized for biodegradation, barrier, thermal and mechan ical properties. The rationale for other than full and open competition is that MSU is the only vendor that currently has the specific expertise necessary to carry out this research in a time-frame that will meet the Governments exact requirements. The r esearch work that will be performed under this contract will build on previous research performed by MSU. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a reques t for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to th is notice is solely within the discretion of the Government.
