NOTICE OF INTENT TO SOLE SOURCE THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Springer Nature. DOE intends to award this requirement as a sole source to the Clarivate Analytics with a one-year base period and three one-year option periods. Clarivate Analytics is the sole provider for access to the required evaluation tool. The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC), online access to the Clarivate Analytics? InCites and Benchmarking & Analytics web-based research evaluation tool. The subscription period is December 31, 2018 through December 30, 2019. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button. This for the Office of Science and is not publically accessible. The North American Industry Classification System (NAICS) code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes. Any vendor who believes it is capable of meeting the DOE-OSTI?s requirement as stated herein may submit a response, which will be considered only if received by December 21, 2018 by 5:00 p.m. EST.
