The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. DOE intends to award this requirement as a sole source to the American Association for the Advancement of Science (AAAS) for one year. AAAS is the sole provider for access to the required journals. The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC), online access to the Science and Science Classic journals. The subscription period is May 3, 2019 through April 24, 2020. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button. Access is limited to the Office of Science. The North American Industry Classification System (NAICS) code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes. Any vendor who believes it is capable of meeting the DOE?s requirement as stated herein may submit a response, which will be considered only if received by April 12, 2019 by 5:00 p.m. EST.
