NOTICE OF INTENT TO AWARD A SOLE SOURCE THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy?s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, the Society for Exploration Geophysicists (SEG.) This requirement is for the renewal of an online subscription. The subscription period is for the 2018 calendar year, 1/1/18-12/31/18. DOE intends to award this requirement as a sole source to SEG with a one (1) base year and four (4) one-year option periods. The Department of Energy (DOE), Office of Science (SC) has a requirement for current and archived online subscription access to two journals: The Leading Edge and Geophysics Online published by SEG. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCE Journals link button. This is for the Office of Science and is not publically accessible. The North American Industry Classification System (NAICS) code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes. Any questions regarding this notice must be submitted in writing via e-mail to the point of contact or alternate point of contact. Any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received by November 21, 2017 by 5:00 p.m. EST. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.
