Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, and utilizing FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick , MA on behalf of the United States Army  Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with Hexcel Schwebel, 2200 South Murray Avenue, Anderson, South Carolina, 29622. This effort is to provide the Government with 8000 yards of Kevlar KM2 Style 706/CS898 woven fabric. The specific fabric sought, Style 706 with CS898 finish, is proprietary to Hexcel Scwebel. Further, the specific fabric sought is the only product subject to previously conducted tests and evaluations. Kevlar KM2 yarn is a proprietary DuPont product and is rated by them. Hexcel Schwebel was identified by DuPont as the weaver that they would supply sufficient materials to in order to produce the required quantity of fabric. Given the urgent need to obtain this fabric, Hexcel Scwebels proprietary rights i n the specific design/finish sought, and Hexcel Schwebels ability to obtain sufficient material to produce the required quantity of the fabric, the contract will be awarded to Hexcel Scwebel.
