This is not a Request for Proposals or an Invitation for Bids. The Bureau of Reclamation (Reclamation) has scheduled a meeting to update vendors on the current status of the upcoming overhaul and uprate for the G19-21 units at Grand Coulee Third Power Plant (TPP). The meeting will be held: Monday, July 13, 2015, 1:30 PM. to 3:30 PM local time, at 777 NE Martin Luther King Jr Blvd, Portland, OR 97232 in the Oregon Convention Center, Room D132. A sign will be posted in the building entrance for the session. Attendees should arrive 10-15 minutes early to be introduced to the Project Team and select seating before the actual meeting starts. The purpose of this meeting is to assist Reclamation in developing an informed acquisition strategy and obtain feedback on the project. Grand Coulee Dam, completed in 1941, is a multipurpose facility and a key feature of Reclamation's Columbia Basin Project. It is the largest hydropower producer in the U.S. at an average of 21 billion kWh annually. The TPP generates about two-thirds of the total power produced at Grand Coulee and was built from 1967 1975 with the six generating units installed over the following 5 years. The generating units are late in their service life and have an increased potential for mechanical problems. Continued operation and reliability of the TPP is important to the regional electrical grid. Existing equipment includes: Turbines - Francis units, manufactured by Dominion Engineering with 820,000 hp at 285 ft net head and speed 72 rpm; Generators - manufactured by Westinghouse, rated capacity 600 MW at 0.97 power factor, maximum generating capacity 690 MW, voltage 15 kV. The major Turbine-Generator components currently planned to be replaced during the project are: stator including the frame, core, windings and soleplates; new runners, wicket gates and new generator shaft. The scope will also include rehabilitation of the rotor, bearing bracket, turbine shaft, head cover, gate operating rings, wicket gate servomotors and other ancillary equipment. USBR has performed numerous planning studies including uprate studies to determine the uprate potential of the units, site logistics required for the rehabilitation project, a runner transport study to determine the feasibility of transporting the runner in one piece to the powerhouse etc., which will be discussed in detail during the meeting, along with the tentative schedule for the project.
