NOTICE OF INTENT TO SOLE SOURCE

This is not a solicitation, but a Notice of Contract Action. The Army Sustainment Command, Rock Island, Illinois Contracting Office, intends to award a sole source Firm-Fixed Price (FFP) purchase order to Martin Electronics, Inc and Combined Systems, Inc., both current producers of the M201A1 Fuzes. The objective is to determine through test and analysis an optimal standard configuration for the fuze components identified as the striker point, primer, spring, and delay composition. It includes hardware procurement, developing a M228 delay mix to achieve the delay time required for the M201A1 fuze, fuze development testing, qualification testing, and generating test reports. The North American Industry Classification System (NAICS) code for this requirement is 332993, Ammunition (except Small Arms) Manufacturing.

Under the authority of 10 USC 2304 (c) (1) pursuant to FAR 6.302-1(a) (ii), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research; both contractors have the specific equipment required, are currently producing this fuze, and have the knowledge to complete the objective. This is solely within the discretion of the Government. This announcement is not a request for competitive quotations.
