Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, and utilizing FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick , MA on behalf of the United States Army  Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with Excera Materials Group, Inc., 6575 Huntley RD STE A, Columbus, Ohio 43229-1039. This effort is to prov ide the Government with 40 ceramic tile based ballistic inserts, for testing and evaluation purposes. Excera Materials Group, Inc. proprietary technology has been qualified and used for Program Executive Office (PEO) Soldiers SAPI plates. Program Executive Office (PEO) Solider needs to evaluate their newly developed ceramic based inserts. As such, Excera Materials Group, Inc. is the only available source for the plates.
