The US Army Natick Soldier Systems Center intends to award a Sole Source Contract to PPG Industries, Inc., Monroeville Technical Center, Monroeville, PA for the development of multi functional, photochromic dyes to be incorporated in distinctive synt hetic fibers. The rationale for other than full and open competition is that PPG Industries is the only company with the capability to produce a dye with the multifunctional, photochromic characteristics required by the end user that will meet the Governm ent's exact requirements. The process for creation of this dye is the intellectual property of PPG. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request f or competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to th is notice is solely for the purpose of determining whether to conduct a competitive procurement.
