The Defense Contracting Command Washington, on behalf of the Office of the Army Chief of Chaplains intends to negotiate a purchase order on a sole source basis with Chagnon and Reina Associates, Inc. for two sessions of the Chagnon and Reina Trust De velopment Workshop. The training of Chagnon and Reina will certify chaplains to offer the latest insights to measure build and amplify trust in the Army setting. Chagnon and Reina have developed a behavioral model of trust that enables diagnosis around s pecific behaviors that are breaking trust and action planning around behaviors that build trust. They have a unique certification process that provides train the trainer qualifications. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten days of the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See note 22.
