NOTICE OF INTENT TO AWARD ON A SOLE-SOURCE BASIS: THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURHTERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The contractual action is a sole source firm fixed price contract to renew Business Reply Mail services, used for OPM/FIS re-contact letter program. That allow for the use of business reply enevelopes that can be used as a no cost means by which references can return letters to the re-contact letter program Centralized Leads office. DESCRIPTION OF SUPPLIES: To renew Business Reply Mail for OPM/FIS covering local and geographic regions to be provided Centralized Leads with info to ensure their agents are provide a complete investigate services each candidates has been throuoghly investigated and meets all requiremental security checks. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1) and the Federal Acquisition Regulation Part 6.302-5. APPLICABILITY OF AUTHORITY: US Postal Services is currently being used at all the OPM/FIS location locally and geographically. EFFORTS TO OBTAIN COMPETITION: The US Postal Service provides the only nation wide postal service that allows for the use of business reply mail. That can ebe used at no cost means by which security references can retrun letters to the re-contact letter program office. OPM/FIS has found that USPS is the only provider.. FAIR AND REASONABLE COST: Business Reply Mail is a commercial commodity offered to the government at or below the price offered to the general public. As such the price deemed fair and reasonable. 8. MARKET SURVEY: We attempted to ascertain whether other business reply envelopes that can be used as a no cost means by which secuirty references can return letters to the re-contact program office.
