Questions and Answers: Solicitation states and original completed/wet ink signed SF 24 Quote Bond/Bid Guarantee is required. However, block 13b of the solicitation states this is not requires. Please confirm a bid bond is required with the bid submission. Yes, a Bid Bon/Bid Guarantee is required. Are representations and certifications required to be submitted with the bid package? In accordance with FAR 4.1201, offerors and quoters are required to complete electronic annual representations and certifications in SAM as part of required registrations. Could you confirm whether the neoprene/CSPE system is intended to be applies as a detail coat in specific areas, such as parapet walls, flashings, penetrations, or other vertical transitions? No neoprene or CSPE products are to be used for this project. All sealants, coatings, and caulking shall be silicon or polyurethane based. For detail work or penetrations repair, products such as TremSEAL Pro, Uniflex OneFlash, or similar products may be submitted for COR review. Will the owner accept Procore Management Software as the primary submittal and data tracking tool for this project? Yes, Procore software may serve as the primary submittal and data tracking tool for this project. Will the owner accept the Primavera P6 for schedule submission and monthly updates? Yes, Primavera P6 software may be used for submittals, scheduling, and regular updates for this project. Is this project tax-exempt, and will the CO/COR provide the necessary tax-exempt certificates? Yes, this project shall be tax-exempt. The CO/CS can provide the necessary paperwork. What is the approximate duration between issuing the award and issuing the NTP? Upon award, the VA tries to issue to the NTP within 14 calendar days. No guarantees can be provided at this time, the NTP shall be discussed further during the Kick-Off Meeting. For planning the preliminary project schedule, please provide an anticipated award date. The award date depends upon many internal VA factors, due to this we can not provide an estimated award date at this time. How many calendar days should be included in the critical-path method schedule for owner and A/E review and respond to RFI s? There is no official design, or A/E firm, for this project. Coordination with the COR shall be all that is required for questions during construction. How many calendar days should be included in the critical-path method schedule for owner and A/E submittal review? Submittal reviews shall be completed as soon as possible to expedite construction. The estimated duration for the reviews shall be 14 calendar days. Will you provide a copy of the site visit attendance and sign-in sheet in amendment? The site attendance sign-in sheet will be posted along with the updated solicitation. Can the contractor use the existing restroom facilities in the work area or adjacent ones nearby? Contractor personnel may use the facility s restrooms while on-site. Permission may be revoked at the facility s discretion. Does the contract include liquidated damages? Yes, this contract shall require a Liquidated Damages Memorandum from the contractor. Can the contractor use an existing office inside the building for a temporary construction office during construction instead of setting up a temporary trailer? No, the duration and complexity of this project does not warrant a dedicated contractor office on-site. On-site space may be allowed for contractor storage. Can the contractor use the existing on-site utilities for temporary electrical and water free of charge? Yes, the contractor may use on-site water and electrical utilities for construction activities under this contract only. How long after award will the Government provide the submittal register? A submittal register will not be required for this contract. Please reference the Statement of Work and Specifications for the submittals required. Can the SSHO dual-hat as a Superintendent? This contract shall not require a dedicated SSHO as long as the contractor provides a Competent Person (CP) to supervise work. The supervisor may serve as the CP for this contract. Please refer to Specification Section 01 35 26 Safety Requirements for details on an OSHA CP. Will the VA issue a specification section (e.g., 04 01 20 or 04 05 13) covering masonry repair, repointing, and sealant for the coping stone work? No, the VA shall not issue a specification section for masonry repair. This contractor shall seal the flashing under the coping stones but repairing the coping stones is not included in the scope of this contract. Does the VA have any current or future plans to convert the window access point into a permanent door opening to facilitate improved access to Roof 36? The VA does not currently have plans to expand these access points. Any potential future plans will not occur until after this project s completion. The Statement of Work requires the contractor to repair flashing deficiencies. Please confirm that this scope does not require full replacement of all flashing assemblies, and that the contract is only responsible for repairing or replacing damaged or non-compliant flashings as determined during site inspection and preparation. Yes, the contractor shall only be responsible for replacing or repairing non-compliant flashing as determined during site investigation and coordination with the COR. If communication equipment has to be disconnected, please clarify who is responsible for disconnecting, reconnecting, and recertifying the communication equipment. Are any frequency-use restrictions or specialized certifications required? VA personnel shall handle any disconnecting, reconnecting, and calibrating work for the communication equipment. The contractor shall be responsible only for the relocation of this equipment before coating, and replacing the equipment after coating. Is a licensed lightning protection contractor required for removal and reinstallation? Is the system required to be re-certified to meet UL 96A or NFPA 780 standards? Will the VA conduct this inspection or require third-party verification? Yes, the lightning protection system shall be re-certified after it is re-installed. The inspection shall be conducted by a certified lightning protection surveyor. Licensed lightning protection contractors shall not be required for removal and re-installation. Will the VA require a third-party inspection or warranty acceptance letter from the coating manufacturer to finalize the project? Yes, the VA requires a manufacturer s warranty for a period of 5 years. Will the VA remove the cabling as required for the antennas and satellite? Yes, VA personnel shall remove or disconnect cabling as required for the relocation of the communication equipment. The contractor shall be responsible for relocating the cabling support blocks, antennae, satellite dishes, and their support structures.
