For planning purposes and per FAR 36.204 below are the estimated magnitudes for the seed projects:
Cottonwood Bridge- between $1,000,000 and $5,000,000
Berry Creek Culvert- between $100,000 and $250,000
Washakie Road Work- between $100,000 and $250,000
The following information is provided for prospective offerors to attend site visits and/or view the seed project locations prior to the onset of winter weather conditions. The seed project plans and specifications will be posted with the solicitation later this fall. Prospective offerors are highly encouraged to attend the site visits as scheduled and/or take the time to visit the sites. Offerors will be required to submit an offer on a minimum of one of the seed projects to be considered for the MATOC. FAR Clause 52.236-3- Site Investigation and Conditions Affecting the Work will be included in the solicitation and can be found at www.aquisition.gov.
This is an opportunity for fall viewing of the project sites prior to issuance of the solicitation. This is not a request for proposal/quote or bid. The Forest Service anticipates issuing a full solicitation at a time when the project sites may be covered in snow or inaccessible due to winter closures. Interested vendors are encouraged to visit the sites and, if desired, take photos or videos of the project locations.

Scope: Roadway reconditioning existing roads, removal and replacement of existing culverts, installation of new culverts, placement and compaction of aggregate, and maintenance and reconstruction of drainage features.

The United States Forest Service (USFS), Rocky Mountain Region (Region 2) intends to issue a Request for Proposal for an Indefinite Delivery-Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) for road and bridge construction and related services including but not limited to repair and construction of native surface, gravel or paved roads; road decommissioning; repair and construction of bridges, culverts and aquatic passages; retaining walls; closure devices; and stream grade, alignment and scour control. The geographic scope is limited to USFS Region 2 Forests and Grasslands.
The NAICS code is 237310 with a size standard of $45 million. The solicitation will be issued as a total small business set aside. The Government intends to award a minimum of ten (10) individual MATOC contracts. These contracts will consist of a base two (2) year period and three one-year option periods for a total of five (5) years. Task orders will range from $2,000 to $3,000,000 with a $50,000,000 shared ceiling limit for all orders placed.
The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Seed project(s) will be a part of the proposal package and will be used for price evaluation and the intent is that the seed project(s) will subsequently be issued as the first task order(s). The site visit(s) and pre-proposal information will be posted with the solicitation. It is anticipated that the solicitation will be available on SAM.gov in late July of 2024. Interested offerors must be registered in the System for Award Management at SAM.gov (this registration is free of charge).
