The Tennessee Army National Guard (TNARNG) Purchasing and Contracting office for United States Property and Fiscal Office (USPFO) TN located at 3041 Sidco Drive, Nashville TN 37204 is issuing a Request for Quote (RFQ) for a commercial, single award contract.  This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this requirement is 337214 Office Furniture (Except Wood) Manufacturing with a small business size standard of 1,100 employees. The attached solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 with an effective date 06/11/2025. This solicitation is set-aside in totality to Small Business entities IAW FAR 19.502. The Government intends to award a Firm Fixed Price contract.

SALIENT CHARACTERISITCS

Purchase description for new workstations: The TNNG requires a three-person workstation to support operations in its Joint Emergency Operations Center located in Nashville, TN. The Government desires and prefers an offered workstation be similar in color, dimensions and offer similar capabilities as the current workstations. However, offered item/s will be evaluated on whether or not they meet and/or exceed all the minimum requirements described within the solicitation.

NOTE TO OFFERORS: Photos of existing workstations, schematics and layouts are provided in the attached Purchase Description document and are for reference only. Offered workstation/s need not be an exact match to be technically acceptable.

Workstations must meet or exceed the following characteristics in order to meet minimum technical requirements.

1. Work surface shall be made of high-pressure laminate or of similar material
2. Work surface color shall be same or similar to that of crisp linen with fine velvet or similar finish
3. Front, Rear and End Panel: shall be made of high-pressure laminate or of similar material
4. Front, Rear and End Panel: color shall be same or similar to that of slate with fine velvet or similar finish
5. Accents: black or similar in color made of metal, molded PVC, thermofoil or similar materials
6. Three (3) task lights, that are dimmable, and come with the ability to be attached to each workstation
7. 6 Outlet Power Bar comes with an Attachment Bracket, 6' Cord, Plastic case, On/Off Switch w/ Circuit Breaker, CSA & UL Listed.
8. Three (3) hinged monitor access lids that will move independently to allow the lift to rise and lower without causing damage to the monitor.
9. Enclosure Panel Locks - On Front and Rear Panel. Panels will open outward, allowing access to the electrical power components and desktop tower.
10. Three (3) Low Profile Monitor Support Mounts with Mounting Plates able to accommodate monitors up to 34” in diameter
11. Three (3) Electrical Lift System Configurations: each of the three (3) configurations include (1) Electrical Actuator Lift, (1) Monitor Shroud and (1) Operator Switch Flush Mounted in the Worksurface.
12. Workstation will be made up of three individual 30”-38”x35”-39” work areas see figure 1 for reference in the attached Purchase Description document.
13. Workstation will allow 24”-30” of clearance off the floor see figure 2 for reference in the attached Purchase Description document.
14. Workstation will allow 20”-25” of space from the front of the workstation to the hinged front panel see figure 3 for reference in the attached Purchase Description document.
15. Workstation will allow 10”-15” to house the electric lift, CPU, and other electrical items see figure 4 for reference in the attached Purchase Description document.
16. Power Requirements: must be compatible with 110v outlets/plugs
     

Warranty: To meet industry standards the seller will offer a lifetime warranty that brand products are free from defects in materials and workmanship for the period of time the original Buyer owns the product including all fixed structural frame components, exterior panels, interior shelves, work surfaces and all adjustable, sliding or hinge mechanisms. To meet industry standards the seller will offer a Five (5) year warranty that all electrical components incorporated by Seller into its brand products, shall be under warranty from defects in materials and workmanship for a period of five years. To meet industry standards the seller will offer an extended OEM warranty for Original Equipment Manufacturers (OEM) products supplied by Seller, or incorporated by Seller into its brand products, the warranty shall be that of the OEM or 36 months, whichever is greater, to the extent that such warranty is transferable.

Installation: The contractor shall provide installation services in the form of assembling and placing the workstation/s in the desired area within the work area. The Government will provide the labor and expertise required to provide power to the workstations.

Delivery: FOB Destination delivery within 30 to 60 calendar days ARO preferred. The contractor shall provide all materials and handling required for FOB destination delivery to the delivery address listed below.

Inspection/Acceptance: TNARNG DOMS will ensure once the workstations are delivered, they are correct prior to installation.
 

Evaluation Factors

The provision at FAR 52.212-2 Evaluation-Commercial Products and Commercial Services applies to this acquisition and is included in full text within this combined synopsis/solicitation.

52.212-2 Evaluation—Commercial Products and Commercial Services

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

     (i)Technical – To be considered for award process, vendor must submit offer on time. The following sub-factors are considered in       this buy: (1) provided descriptive data clearly indicates offer meets or exceeds the salient characteristics specified in this                   solicitation. (2) Vendor must clearly identify the item by:  Brand Name; and Part number or model number; country or place of           manufacture; include descriptive literature or a clear reference to furnished descriptive data or other pertinent information                   available to the Contracting Officer. Include also pictures for reference. (3) Must be active in SAM; (4) delivery schedule; (5)               warranty information

     (ii) Price- All charges must be inclusive including shipping if any.

     (iii) Past Performance. Within 3 years Past performances. The Government will use FAPIIS/CPARS for Past Performance                 evaluation(s).

Technical and past performance, when combined, are approximately equal to cost or price.

(b) Options. (Not Applicable) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
 

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
