This is a Synopsis as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416) and fulfills the synopsis and advertising requirements prescribed in FAR Part 5 – Publicizing Contract Actions.
The solicitation will consist of one NSN:
Line Item 0001: 4130-01-348-1557 Cooling Coil, Air, Duct
Line Item 0002: S00000053 Contractor First Article Test
This NSN has Qualified Product List (QPL) requirements. The manufacturer for this QPL item MUST be approved for this Air Duct Cooling Coil at the time of contract award. This item is manufactured in accordance with MIL-PRF-2939G.
The acquisition will be processed under FAR Part 13.5, “Simplified Procedures for Certain Commercial Products and Commercial Services”. This solicitation will utilize full and open competition for a Fixed Price, Definite Quantity Contract for 40 EA of NSN 4130-01-348-1557, with a 50% and 100% quantity option. Delivery will be 300 days ADO. If a quantity option is exercised, the same delivery schedule will apply to the quantity option exercised. FOB will be at Origin. Inspection and Acceptance will be at Origin if FAT is required and at Destination if FAT is waived. Price Only source selection procedures will be utilized. All proposals must include a copy of a completed solicitation with pricing for the base quantity of 40 EA, as well as quantity option pricing for 50% and 100%. Also required to be submitted with the proposal will be a Small Business Subcontracting Plan for large businesses. Follow directions as outlined in the solicitation when posted.
In order to receive an award, regardless of dollar value, you must be registered in the System for Award Management (SAM). The SAM site may be accessed at https://www.sam.gov.
The solicitation period will be 30 days; the Request for Quote (RFQ) will be posted on Sam.gov and the DLA Internet Bulletin Board System (DIBBS) AFTER 3:00 PM EST on July 23, 2025. To locate a solicitation, go to the DIBBS website (https://www.dibbs.bsm.dla.mil), from the DIBBS Homepage select “RFP/IFB/OTHER RFQs - solicitation” from the top toolbar.
