Air Force Life Cycle Management Center (AFLCMC), and Business Enterprise Systems (BES), Financial Systems Division (GBG), in support of the Keystone Decision Support System (KDSS) and Command Management System (CMS) are seeking information on how an interested contractor could provide technical support and services to migrate both systems from the Defense Information Systems Agency (DISA) Defense Enterprise Computing Center (DECC) to the Air Force Cloud One Amazon Web Services (AWS) Platform. The AFLCMC requires capabilities to meet KDSS and CMS requirements and have extensive knowledge of Government Federal Risk and Authorization Management Program (FedRAMP) compliant, commercial cloud hosting facilities that meet the DoD Impact Level 4 Provisional Authorization classification.
This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.
The information provided is considered market research and may be used by the Department of the Air Force (DAF) in developing its acquisition strategy, Statement of Objectives (SOO) or Performance Work Statement (PWS), and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government reserves the right to contact the submitting parties, on an as-required basis, for further clarification on material provided. The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the offeror’s interest.
Keystone Decision Support System (KDSS) and Command Management System (CMS) are United States Air Force financial business systems. This document’s purpose is to ensure KDSS/CMS remain synchronized with the Air Force’s (AF’s) evolving mission requirements and IT environment. AF business processes, industry technology evolution, information security requirements, evolving audit metrics, enterprise architecture requirements, and data-flows necessitate KDSS/CMS’s technical and documentation sustainment and evolution.
The KDSS and CMS applications currently reside on servers identified in the Hardware and Software List, physically located in DISA DECC Montgomery, AL. Under the Service Level Agreement (SLA) between DISA and AFMC, DISA personnel provide physical security and responsibility for the network platforms, as well as maintenance and computer security (COMPUSEC) for the system Operating System (O/S) and the infrastructure.
Both systems reside on a shared Oracle instance and use a three-tier architecture Web Server, Oracle Database Server and an Application Server. The CMS front end is predominately PLSQL. KDSS uses SAP Business Objects and IBM Programming Analytics Local (PAL), and Informatica. CMS has zero interfaces, but KDSS has 40 interfaces from 25 separate business partners.
