Please note: This is a refresher Sources Sought Notice for the Fuel System Maintenance Dock (Hangar) project. A Sources Sought Notice was first published to SAM.gov on 08 February 2022 under Notice ID W9123622S2015, followed by another posting on30 November 2022 under Notice ID W9123623S2007, and most recently 18 October 2023 under Notice ID W9123624S2005. This sources sought notice is for the FY26 Reprocurement of the FSMD facility.

This is a Sources Sought Notice only; it is not a request for competitive proposals. There are no solicitations, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice.  The Government intends to use responses to this sources sought to make appropriate acquisition decisions for the project.  This notice is intended as a market research tool. NO AWARD will be made from this Sources Sought Notice.

ALL INTERESTED, CAPABLE, QUALIFIED AND RESPONSIBLE CONTRACTORS SHOULD RESPOND TO THIS NOTICE UNDER THE NAICS CODE 236220.

ALL CONTRACTORS RESPONDING TO THIS NOTICE MUST ALSO RESPOND TO PLA NOTICE ID W9123625R185M.

The Contracting Officer has classified this requirement as Commercial and Institutional Building Construction - North American Industry Classification System (NAICS) code 236220. The small business size standard is $45.0 million.

Only interested, capable, qualified and responsible contractors with the minimum capabilities (i.e. Refer to Project Description and Key Factors for Considerations) are encouraged to reply to this Sources Sought Notice. The Sources Sought response should demonstrate knowledge of, experience in, and ability to successfully execute the project.

Project Description:

The new Fuel System Maintenance Dock (Hangar) is a 26,749 SF hangar building that will accommodate two F-22A aircraft for safe concurrent maintenance activities while providing proper clearances throughout the facility. The adjoining administration, storage and utility spaces will provide proper support to the mission. The new facility is to provide a state of the art hangar and support facility with ample amounts of natural day lighting and acoustical design treatments counteracting its close proximity to the flight line. The facility will feature two F-22A maintenance work bays, sheltered in a high bay space, wrapped on three sides by a lower roofed structure for administration, support and utility spaces.

The anticipated period of performance is 720 days after notice to proceed.

The order of magnitude for this effort is estimated to be between $25,000,000.00 and $100,000,000.00. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required to be furnished for this Sources Sought Notice.

KEY FACTORS FOR CONSIDERATION:
Besides the objectives identified in the Project Narrative above, there are several factors that should be considered when developing a response.

  1. Experience with construction on US military and/or Department of Defense Installations.
  2. Experience with construction that has to comply with Department of Defense Unified Facilities Criteria 1-200-01 General Building Requirements and Department of Defense anti-terrorism/force protection requirements per Unified Facilities Criteria 4-010-01.
  3. Timely completion of schedule.
  4. Ability to perform at or familiarity of the site location: Joint Base Langley-Eustis (Langley Air Force Base), Hampton, VA.

Interested contractors must furnish the following information:

  1. Complete the attached Sources Sought Bidder Information Form.
  2. Describe your company’s capability to manage the construction of this magnitude and complexity within six years and how you would manage the construction of this 26,749 SF Fuel System Maintenance Dock Hangar. Indicate the primary nature of your business and capability to execute the project professionally.
  3. Provide two (2) to three (3) examples of projects with similar size/scope described in the project description above, within the eight (8) years. Please demonstrate experience in the type of work at the similar contract value, in a similar type of construction.  If a specialty sub-contractor is used, the sub-contractor shall also provide work examples and experience. Based on definitions above, for each project submitted include:
  1. Current percentage of construction complete and the date when it was or will be completed.
  2. Scope of the project.
  3. Size of the project.
  4. Dollar value of the project.
  5. The portion and percentage of work that was self-performed
  6. Responses should include point of contact information for examples provided as past performance on indicated projects that it may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work.
