The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) sole source award to MX3D B.V. (CAGE: H2PX0 / UEI: FZBYRHA53XK3) for upgrades of an existing MX3D Wire Arc Additive Manufacturing System (WAAM).
The ERDC GSL is engaged in an ongoing Military Engineering research and development program to develop new methodologies for manufacturing large infrastructure components utilizing additive manufacturing. As part of these efforts GSL has previously acquired an MX3D Wire Arc Additive Manufacturing System (WAAM). A new upgrade for this system is now available that will allow for the use of multiple metal systems automatically without the normally time intensive process to swap materials. This upgrade will allow the GSL to save time on current research efforts as well as enhance the ability for additional research areas for multi-material WAAM. As part of these upgrades, enhancements to the slicer software and a server to process the model files are also required. The server components are required to be locally connected to the WAAM system.
MX3D B.V. has unique knowledge that proprietary software of the current system that cannot be provided by any other vendor. As a result, MX3D B.V. is the only vendor that can meet the government’s requirement.
The award will be issued in accordance with FAR 13.500. The applicable North American Industrial Classification System Code (NAICS) code is 333248, All Other Industrial Machinery Manufacturing, with a size standard of 750 employees. This notice of intent is for information purposes only.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
