SYNOPSIS
The Department of the Treasury, Internal Revenue Service (IRS) is currently enacting reduction initiatives (Deferred Resignation Program (DRP), Treasury Designated Resignation Program (TDRP), Voluntary Early Retirement Application (VERA) etc.) as authorized by Executive Order 14210, Implementing the President's “Department of Government Efficiency" Workforce Optimization Initiative (February 11, 2025). These Treasury Department initiatives are being implemented in alignment with Office of Personnel Management (OPM) and Office of Management and Budget (OMB) guidance. The IRS Retirement Planning and Support Center (RPSC) is the business unit that processes the submitted retirement applications for the IRS Federal Employees and is seeking contractor support to assist the RPSC processing retirement applications submitted by IRS Federal Employees. The objective is to accurately process submitted applications for federal retirement with no errors.
The North American Industry Classification System (NAICS) code for this request may likely include: 524292 - Pharmacy Benefit Management and Other Third Party Administration of Insurance and Pension Funds. GENERAL PURPOSE
1.0 Purpose
IRS may have an upcoming opportunity to establish a contracting vehicle for use by IRS and other Treasury agencies to obtain contractor support to assist in the review, verification, and completion of federal retirement packages. The contractor will be requested to provide qualified Retirement Specialists with expertise in federal retirement processes and OPM regulations to work in parallel with government personnel. The goal is to reduce backlog, improve timeliness, and mitigate internal burnout while maintaining high standards of accuracy and customer service.
The purpose of this Sources Sought is to gather information that will assist the IRS in planning, formulating, and evaluating contractor capability to provide the service described in the darft PWS. The IRS is also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist in better meeting this immediate need.
The Government has not determined the acquisition approach. Any results of this Sources Sought will assist the IRS OCPO in determining an acquisition strategy about how to proceed.
SOURCES SOUGHT REQUIREMENTS
2.0 Description of Information Requested
IRS is requesting information regarding the respondents’ capabilities in providing the aforementioned required.
2.1 Technical Requirements/Scope
Vendors are expected to provide a capabilities statement with a clear and comprehensive overview of their existing capabilities and past experience delivering services similar in scope and complexity to those described in this requirement. Submissions must demonstrate that the vendor possesses the requisite skills, experience, and capacity to fulfill the Government’s needs as outlined in the attached Draft Performance Work Statement (PWS). It is of particular interest to the Government for respondents to identify the total available staff and their clearance levels that may be able to begin performance with little to no delays.
INSTRUCTIONS AND RESPONSE GUIDELINES
Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed in 2.0 and 2.1. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government to issue a request for proposal or award a contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Government to make a determination that the source is capable of satisfying the Government’s anticipated need. The Government reserves the right to contact individual companies for additional information. This notice does not obligate the Government to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
