PURPOSE CCTA is exploring options for the further expansion of the deployment and operations of SAVs in Contra Costa County. The purpose of this RFQ is to develop a qualified list of low-speed shared autonomous vehicle (SAV) manufacturers and/or vendors capable of providing SAVs to support CCTA’s program growth, which should include opportunities for manufacturer- or other third-party financing solutions, to include ongoing support, maintenance, and operations services. Answers provided to the questions in Section 4 will help CCTA to: • Determine the commercial availability of SAVs that satisfactorily address minimum requirements for the proposed project(s), including, but not limited to complying with Federal Motor Vehicle Safety Standards (FMVSS); having charge cycles sufficient to meet operational requirements; and meeting reliability metrics that enable SAVs to successfully and sustainably provide lower-cost FM/LM solutions to complement other transit services; • Ascertain the experience of companies in the deployment and operations of SAVs for public transit service in partnership with public transit operators; and • Explore the opportunities for financing the purchase and operations of vehicles for the program, including options for a public-private partnership arrangement to support delivery and operation of proposed SAV services. The responses will help determine the feasibility, best practices, and potential cost structure for deploying a fleet of shared autonomous vehicle shuttles that meet the county’s transportation needs.
