This proposed contract action is to procure services for Laboratory Testing which only University of Texas Health Science Center of San Antonio can provide for the Research and Development Department located at the VA South Texas Health Care System, 7400 Merton Minter Blvd., San Antonio, Texas, 78229. Period of Performance: Base Year: 09/25/2025-09/24/2026 Option Year 1: 09/25/2026-09/24/2027 Option Year 2: 09/25/2027-09/24/2028 Option Year 3: 09/25/2028-09/24/2029 Option Year 4: 09/25/2029-09/24/2030 Classification Code: Q301 NAICS: 541715 Government intends to award a base plus four (4) option year contract to University of Texas Health Science Center of San Antonio, 7703 Floyd Curl Dr., San Antonio, Texas 78229. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.501(a), only one responsible source and no other supplies or services will satisfy agency requirements. The Contracting Officer has determined that the circumstances of the contract action deem that only one source can provide the services required at the level of quality required because the services are unique or highly specialized. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit supporting evidence to be reviewed.
