Assistant Secretary of Defense (ASD) for Mission Capabilities (MC) (ASD(MC)) invites companies with developmental and maturing capabilities, concepts and technologies to help close time-critical Warfighter capability gaps in high-priority, multi-component missions. ASD(MC)’s goal is to accelerate the identification, incubation, and transition of urgent capabilities to the Warfighter to maintain U.S. competitive advantage by leveraging Government and industry research and engineering efforts. Efforts should be focused on Technology Readiness Levels (TRL) 3 through 7. Periodic calls for submissions will be issued under this announcement as Capability Focus Areas. Submissions will be reviewed by the Government for relevance and merit in addressing the Capability Focus Areas or CFA.

This opportunity is issued in support of the entire OUSD R&E organization. Submissions may be shared with, leveraged by, and/or support other appropriate Department of Defense (DoD) organizations which includes the ASD for Science and Technology (S&T) and the ASD for Critical Technologies (CT). 

Anticipated Award types include:

  • Non-funded Information Exchange Agreement (IEA) for the purposes of exchanging controlled and sensitive technical information up to a Top Secret (TS), Facility Clearance Level (FCL) and Special Access Programs (SAP);
  • Other Transaction (OT) agreement; or
  • FAR-based procurement contract.

The BOTA will remain open for 1 year and any non-funded IEA resulting from it will expire 2 years from the date of execution, unless otherwise agreed to by the parties. Amendments containing CFA calls for submission will be posted to sam.gov with a forty-five (45) calendar day deadline for submittal. Any resulting OT agreements [research or prototype] and/or FAR contracts will specify periods of performance (PoP) in the agreement/contract.

  • Company Facility Clearance and Access to Classified Facilities (if applicable)
  • Secret or Top-Secret telephone or Video Teleconference capability description (if applicable)
  • A short summary of the Company’s mission, business space, and key customers

Amendment 0001 is issued against BOTA HQ003424BOTA1 to solicit submissions to address concepts and technologies that will enable assured Space Operations and improved Multi-Domain Collaborative Autonomy.
