This Proposed Contract Action is published to notify potential sources that the Rocky Mountain Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to OCLC, Inc.
Description of Services:
The National Forest Service Library (NFSL) requires an electronic cataloging service for all reference, scientific, and technical information services for all Forest Service personnel across the country. As part of that service the Library collects, preserves, publicizes, and disseminates information (published and unpublished) of the Forest Service and for the Forest Service, both internally and externally. The current Integrated Library System (i.e. electronic cataloging service) through OCLC WorldShare Management Systems houses over 312,000 bibliographic records, 347,000 item records and over 1 million authority records. The goal/objective is to maintain this ILS so that the Library can continue to provide the Best Available Science to Forest Service employees and researchers. The current ILS houses over 312,000 bibliographic records, 347,000 item records and over 1 million authority records. NFSL’s goal for the future is to maintain this ILS without a break in service so as to continue to provide the Best Available Science to Forest Service employees and researchers.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to SAM.gov: July 8, 2025. The posting date will close: July 14, 2025. The North American Industry Classification System (NAICS) code is 518210. The desired period of performance for the services described herein is anticipated to be from July 21, 2025 through July 20, 2030. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action.
