THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY.
This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. A formal solicitation document does not exist, and formal solicitation will not be issued by the Government as a result of the response to this Sources Sought Notice.
This Sources Sought Notice is being issued by the General Services Administration (GSA), National Capital Region for Fire Alarm Replacement Design/Build Services for the Internal Revenue Services (IRS). The place of performance will be the IRS Headquarters Building, located at 1111 Constitution Avenue, NW, DC 20224. The existing system needs to be upgraded to provide emergency voice communication features and to comply with the National Fire Alarm Code and current GSA requirements.
This project entails the design and installation of a new and complete digital/addressable network voice evacuation system, a new bi-directial amplifier two-way radio communications enhancement system, and a new two-way communication system at the IRS Building. The system shall include all wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm and supervisory signal initiating devices, alarm notification appliances, and all other accessories and miscellaneous items required for complete operational systems even though each item is not specifically mentioned or described. The scope will include the monitoring of existing Elevator, Computer Room, and other remote Fire Alarm Control Panels existing in the building. Devices connected to these remote panels shall remain. All construction work is to take place within an occupied Government facility during non-operating hours. The existing fire alarm system must remain operational during construction. The Government anticipates that the final phase of the project shall consist of demolition and recycling or disposal of the existing system.
The estimated construction cost range is $20-30 million, and Period of Performance is 270 calendar days from date of Notice to Proceed.
