AMENDMENT 0003 - Update Wage Determination Rates to rates updated on September 6th, 2024.AMENDMENT 0002 - Adds attachments: GP 102, Geotech Report and updated DBA Construction Rates.AMENDMENT 0001 - extends the bid due date to 9/13 and incorporates the latest wage determination. The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates soliciting for design-bid-build construction services to be performed in support of the Military Ocean Terminal Concord (MOTCO) Main Street repairs at Concord, CA. The contractor will be required to provide all labor, material, equipment, and supervision to repair Main Street, a cantonment area road, to an acceptable condition to support the movement of ammunition-laded vehicular traffic between the three ocean piers located at MOTCO and the ammunition staging and transfer areas. The maximum load capacity for the roads is eighty-six (86) tons per vehicle (TEREX) for the entire length of the road, and all repair, replacement, or upgrade must meet applicable California Department of Transportation (CALTRANS) specifications regarding subgrade preparation, compaction, materials, and placement. Street lighting will be installed along the road. The new road geometry and street lighting may require the relocation of some existing utilities inclusive of electrical, communication, water, sewer, and storm drain, and crossing of railroad tracks. Contractor will need to provide ground penetrating radar to check for underground utilities. Currently MOTCO base access is restricted to those individuals holding United States citizenship and who have been vetted through the MOTCO security office.The Government anticipates a 384-day Period of Performance for this project. In accordance with Federal Acquisition Regulation Supplement (FAR) 36.204(f), the Government currently estimates the magnitude of the construction for this project to be [$1,000,000 and $5,000,000].This prospective contract action will be conducted using NAICS Code 237310 (Highway, Street, and Bridge Construction). The size standard is $45 Million. Product Service Code is Y1LB (Construction of Highways, Roads, Streets, Bridges, and Railways).
