A new lock interlock control system shall be procured by the USACE Pittsburgh District for the lock chambers at Maxwell Locks and Dam on the Monongahela River. The project includes the installation of a valve interlock control system with valve-to-gate, gate-to-valve, and valve-to-valve interlocks in accordance with the current Inland Marine Transportation System (IMTS) Minimum Interlock Control Standard. General project features include the installation of cables, limit switches, control panels, miscellaneous electrical equipment and hydraulic equipment. The new interlock control system shall consist of a centrally located UL 508 certified interlock control panel for each lock chamber. The interlock control panel shall be the main control enclosure for the interlock control system. All limit switches on the miter gates, filling valves, and emptying valves shall be hardwired to relays in the enclosure. The enclosure shall contain key operated bypass switches for each limit switch and shall indicate when a limit switch has been bypassed. Visual indication and an audible alarm at each control panel shall be provided if a lock operation is interrupted or cannot be performed due to an interlock permissive being violated. New cables shall be installed throughout the lock, including the lock chamber cross overs, to achieve a fully functional system. Miscellaneous electrical equipment such as conduit, channel strut, clamps, and cable trays shall be utilized to properly route cables. The existing hydraulic system shall be modified as necessary to support the IMTS interlock standard. Equipment such as manifolds, solenoid operated four-way valves, manual bypass valves, and piping shall be installed to achieve a fully functional interlock control system. Construction work will occur in close proximity to lock and dam areas. The existing facilities are currently operated and staffed by Government personnel 24 hours a day 365 days of the year.
