This is a notification of an intent to award a sole source contract to Trillamed LLC (SDVOSB) under NAICS code 339112 – Surgical and Medical Instrument Manufacturing by Indian Health Services (IHS), Phoenix Area Office (PAO), Division of Acquisition Management (DAM) for a purchase order to Trillmed LLC. Statutory Authority Permitting Other than Full and Open Competition: IAW FAR13.501(a)(1)(ii), this Sole Source justification, using the format at 6.303-2, is modified to reflect that the procedures in FAR subpart 13.5 were used in accordance Veterans Benefits Act of 2003 (15 U.S.C. 657f). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1. Contractor’s unique qualifications: Award for Omnicell automated pharmacy dispensing cabinets for Fort Yuma Service Unit in accordance with IHS Circular 24-05 medical equipment procurement and replacement guidelines. Multiple Service Units in the Phoenix Area utilize the Omnicell equipment in their pharmacy departments including Whiteriver Service Unit and Hopi Health Care Center. All requested pharmacy equipment shall be the same brand Omnicell in order to keep pharmacy dispensing cabinets universal. Per IHS Circular No. 24-05 Section 3, Area Offices should standardize on single manufacturers where practical and consolidate purchases where feasible. By standardizing on Omnicell pharmacy equipment, the Phoenix Area meets this requirement and lowers the costs of supplies and maintenance. Therefore, award will be made directly to Trillamed LLC (SDVOSB) in accordance with Veterans Benefits Act of 2003 (15 U.S.C. 657f).

A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
