SUBJECT:  Intent to Award Sole-Source to State of Utah for a 3.5 year Bulk Fuel Blanket Purchase Agreement (BPA)

DESCRIPTION:

The Utah Army National Guard (UTARNG), in accordance with Federal Acquisition Regulation (FAR) part 13-Simplified Acquisition Procedures, and FAR part 6-Competition Requirements, intends to award a 3.5 year Bulk Fuel Blanket Purchase Agreement (BPA) on a Sole-Source basis to the State of Utah.  IAW FAR 13.501(a), this requirement will be solicited as a Sole-Source requirement.  A signed Limited Competition J&A is attached to this notification.  The NAICS used for this procurement will be “324110 – Petroleum Refineries” with PSC being “9140 – Fuel Oils” and the SBA small business size standard of 1,500 employees.  The State of Utah is currently registered and active in SAM.gov as a large business, thus a DD2579 Small Business form will be completed.

STATEMENT OF WORK

OVERVIEW / TASKS TO BE PERFORMED:

  • Provide Diesel Fuel (API Gravity 34.0-37.0) to Camp Williams Bulk Fuel Site. 
  • Supply and deliver Diesel to a combined 30,000-gallon tanks (AST #6, #7, and #8) to 17800 South Redwood Road, Bluffdale, UT 84065.

LOCATION OF THE WORK TO BE PERFORMED:

  • Combined 30,000-gallon tanks located at Camp Williams, Utah (North Parking Lot) 17800 South Redwood Road, Bluffdale, Utah 84065.  Deliveries will occur at this location.
  • The Fuel Site at Camp Williams is located on State of Utah property and the UTARNG has been partnering with the State of Utah Fuel Network for over 20 years.

PERIOD OF PERFORMANCE:

  • Year 1 - This service will begin 12 July 2025 through 11 July 2026
  • Year 2 - This service will begin 12 July 2026 through 11 July 2027
  • Year 3 - This service will begin 12 July 2027 through 11 July 2028
  • Year 4 - This service will begin 12 July 2028 through 11 January 2029

DELIVERY SCHEDULE:

  • Deliveries shall ONLY be made at the request of the UTARNG Contracting Officer with a fully executed BPA call-to-order basis.
  • Annual Volume of fuel delivery is estimated 60,000 gallons.

PRICING & DELIVERY REQUIREMENTS:

  • Utah Army National Guard bulk fuel requirement:

    • 001      DS-1   Winter use to -25F
    • 002      DS-2    Regular use above 0F

  • Grade Schedule based upon State of Utah Diesel Fuel Grade Delivery Schedule and conditions of weather.
  • Delivery Location: Camp Williams, 17800 South Redwood Road, Bluffdale, Utah 84065
  • Deliveries will ONLY occur on an on-call basis per a fully executed individual BPA call.

  • PRICING:  Prices for both grades of fuel will increase and/or decrease in a like amount with the average of the rack prices for these fuels as provided by the Oil Price Information Service (OPIS), the delivery surcharge (Utah State legislative approved rate of $0.28 per gallon to cover repairs, maintenance, and site ops cost).  Pricing includes a weighted average of the previous fuel delivery and the new delivery to update pricing at the site. 

APPLICABLE PERFORMANCE STANDARDS:

  • UTARNG will be provided access to monitor fuel levels in tanks via MYEKOS or will be provided daily reports to monitory fuel levels and will order fuel as needed.  Reports will be emailed to [email protected].  MYEKOS access will be provided to the S&S Fuel Accountable Officer and one alternate.

  • UTARNG will only accept appropriate grade as indicated by temperature schedule
  • Delivery is expected within 24 hours of the order placement
  • Fuel must be delivered during operating base hours (Mon-Thurs 0700-1500), Point of Contact:  Logistics Specialist 801-878-5465
  • Fuel delivery must be accompanied by an employee of Utah Training Center Logistics (building 1000) who is trained on bulk fuel receipt.
  • Fuel delivery drivers must show valid Driver License ID to gain access to Camp Williams Truck Entrance.
  • Fuel delivery will follow all SP3/Environmental best management practices and guidelines.

Interested parties may identify their interest and capability to respond to this requirement to the UTARNG USPFO for Utah Purchasing & Contracting office by 0800 AM MST 7 JUL 2025.  Supporting information must be furnished to demonstrate the firm’s ability to provide the capabilities above.  Information can be sent to the Contracting Officer, William T. Brown III at [email protected].  No telephone or facsimile requests will be accepted unless deemed absolutely necessary.  Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.  If no responses are received, the USPFO for Utah will proceed with the sole source award to the State of Utah.
