This Sources Sought notice or Request for Information is issued solely for information and planning purposes only and shall not be construed as either a solicitation or an obligation on the part of Government. This is NOT a solicitation for proposals, proposal abstracts or quotations. All information received from this Sources Sought will be used for Market Research purposes only. The Government does not intend to award a contract on the basis of responses to this Sources Sought notice or otherwise reimburse vendors for the preparation of any information submitted or Government use of such information. Acknowledgement of receipt of responses can be made. Respondents will not be notified regarding the outcome of the information received.
The Department of the Treasury, through its Offices of the Chief Information Officer (OCIO) and Chief Human Capital Officer (CHCO), has implemented an enterprise-wide Integrated Talent Management (ITM) solution built on SAP SuccessFactors to support approximately 125,000 employees and contractor staff across all Treasury bureaus. The ITM platform includes a comprehensive suite of talent management functions, such as learning, performance, succession planning, compensation, and competency management. The system plays a vital role in enabling Treasury employees to fulfill essential workforce responsibilities, including completing mandatory training requirements, executing annual performance planning and reviews, and managing other critical human capital actions.
To ensure the continued success, scalability, and optimal performance of this enterprise system, Treasury requires flexible and expert technical support services. These services will support module deployment, system configuration, issue resolution, data integration, governance activities, upgrade planning, and user training and will enable Treasury to sustain a secure, efficient, and fully optimized talent management environment that supports mission readiness and employee development across the Department.
Vendors are expected to provide a clear and comprehensive overview of their existing capabilities and past experience delivering services similar in scope and complexity to those described in this requirement. Submissions must demonstrate that the vendor possesses the requisite skills, experience, and capacity to fulfill the Government’s needs as outlined in the “Vendor Qualifications and Requirements” section above and in the attached Sources Sought Performance Work Statement (PWS). This includes, but is not limited to, demonstrated expertise in SAP SuccessFactors implementations, federal past performance, OEM partnership credentials, certified staffing, and the ability to provide high-risk cleared personnel for work performed within the United States.
In the coming months, the Office of the Chief Information Officer (OCIO) anticipates the release of a formal solicitation requesting proposals to address the technical support service needs outlined in this Sources Sought notice. To inform the acquisition strategy and assess marketplace capabilities, OCIO is requesting written responses from industry regarding existing solutions, qualifications, and past experience aligned with the Integrated Talent Management (ITM) system support requirements. Our intention is to offer a 5-year BPA, 1 base year with 4 option years, placing individual call orders with technical instructions identifying the scope of work per order.
Interested vendors are invited to submit a written response of no more than 15 pages, using a minimum 10-point font size. Submissions should clearly demonstrate the vendor’s ability to meet the qualifications and technical requirements described in this notice and the attached Performance Work Statement (PWS), including SAP SuccessFactors expertise, relevant federal past performance, and capacity to provide cleared personnel within the United States.
