The purpose of this RFP is to solicit proposals for supply chain management of the Water Purification Systems Initiative (WPS) for the Department of Defense. This approach includes the supply chain management of 672 NSNs. This program is designed to provide the supply, storage and distribution for multiple Federal Supply Classes for this program. This program is intended to create a supply support program for worldwide demands for WPS customers. The Government is looking to take advantage of the latest technologies, expertise, and business practices, which translate into improved support to customers at less cost.
FAR Part 12- Acquisition of Commercial Items will be used. The resultant contract will be awarded on an all or none basis and is being solicited Unrestricted with Other than Full and Open Competition. This acquisition will use a Long-Term Firm Fixed Price Indefinite Quantity contract, four-year base period with one twelve-month option period, with EPA provisions to adjust annual pricing. This solicitation includes an Add/Delete clause which allows the Government to adapt the resultant contract to the changing needs of the military customer.
The Government will be using a Market Basket approach for this solicitation. The market basket consists of 571 NSNs of the 672 NSNs synopsized making up the core population (CLIN 0001 – Core parts). Offerors are required to submit pricing for the 571 Core parts listed under CLIN 0001 (Core Parts) on an all or none basis.
