The U.S. Embassy Kyiv, Ukraine requires services to maintain generators in safe, reliavle, and efficient operating conditions.
This announcement constitutes the only solicitation and offers are being requested. The solicitation number is 19UP3025Q0009 and is issued as a Request for Quotation. The solicitation/contract will include all applicable provisions and clauses.The Embassy intends to conduct a site-visit on July 9, 2025, starting at 10:00 (Kyiv local time) 4 A.I. Sikorsky St., Kyiv, Ukraine and the schedule is as follows:
Site-visitors are responsible for logistics issues. The U.S. Embassy Kyiv will not provide transportation services to visitors to move between locations.
All prospective offerors are invited to attend. For site-visit registration please provide your company contact information, names of visitors, and names of tools (if any- measuring tape, etc.) no later than 10:00 Kyiv local time July 7, 2025, to [email protected].
All quotations must be prepared in English and submitted in PDF or ZIP format by e-mail on or before 17:00 (Kyiv local time) July 17, 2025, to [email protected] with subject line “Generator monthly preventive maintenance for U.S. Embassy Kyiv (19UP3025Q0009)”. No quotations will be accepted after the indicated deadline.

SAM Registration:
According to FAR 4.1102 in case the amount of offer/contract action exceeds $30,000, all prospective offerors shall be registered in System for Award Management (SAM): www.sam.gov at the time an offer or quotation is submitted, during performance and through the final payment. System updates may lag policy updates. The SAM may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies and Contracting Officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
The U.S. Government intends to award a contract to the responsible vendor submitting an acceptable offer at the lowest price. We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with vendors in the competitive range if there is a need to do so.
