SCOPE OF CONTRACT
This contract is comprised of removing and replacing multiple barbed wire and wooden
post and rail fences at campgrounds and lakes on the Manti La Sal National Forest. Heavy
equipment limited to Skid-steers, mini-track Loaders and sub-compact and compact
tractors may be used at these sites unless otherwise noted. All demolition materials—old
t-posts, barbed wire, wire, wooden rails, nuts and bolts, etc. - must be taken off site and
disposed of by contractor. Construction at each site must be complete before moving to
the next location.


Base Items:


Warner - FULL REBUILD with all new materials of wooden rail fence (5528 ft Wood).
PARTIAL REBUILD OF WIRE: convert all barbed wire (rebuilt 2023) into let down
fence, can use existing t-posts and wire (3516 ft Wire). Heavily vegetated with trees
and shrubs and downed aspens, one boggy section, mostly flat.

Mason - FULL REBUILD with all new materials. (3465 ft Wire). Heavy aspen dead fall and
dead standing aspen in scrub oak, several sections where heavy equipment may not be
able to operate.

Oowah - FULL BEBUILD with all new materials (8000 ft Wire). There is no section of Oowah
Lake fence that heavy equipment can access.

Buckeye - FULL REBUILD: Rebuild Post and Rail fence. Nearly all accessible and relatively
flat. (8498 ft Wood Fence). Note on Buckeye, there is normal post and rail fence, then
there is a larger “Great Wall of Buckeye” that are 8-10” tapered posts inserted in the
ground about 30-40” apart to prevent OHV/ATV incursions. Replace rotten and
broken posts. Roughly 40-50% of posts.

Buckboard - FULL REBUILD with all new materials (Convert to wire) (5631 ft Wire). Certain
portions of fence area are too steep and rugged for heavy equipment, mostly on NW,
W, SW, and S sections of fence line.

Devils - FULL REBUILD with all new materials (710 ft Wood) and (9392 ft Wire). Certain
portions of fence area are too steep and rugged for heavy equipment Wooden Fence just
off road, flat with heavy vegetation including mature trees.

Nizhoni - FULL BEBUILD of Wooden rail fence with all new materials. (2735ft Wood).
Repair where needed wire fence. Was rebuilt in 2021. (Roughly 200ft Wire). Wooden
fence line accessible fully, flat all around.

Porcupine Rim - NEW CONSTRUCTION of wire (3740 ft). There are 2 sections where heavy
equipment cannot reach.

Monticello Lake – FULL REBUILD of wire fence (7853 ft). Certain portions of the fenced area
are too steep and rugged for heavy equipment.

Option Items:

Pack Creek - FULL REBUILD (7705 ft Wire). Can reuse newer t-posts, Rebuild Creek
Crossings x3. There are many sections that are not accessible to machinery.

Gooseberry - FULL REBUILD of wire fence (8213 ft). Heavy tree growth, downed trees, nearly
all flat with a marsh like area in one section.

Indian Creek – FULL REBUILD of wood fence (5808 ft).

Orange Olsen – FULL REBUILD of wire fence (3168 ft).

Potters Pond – FULL REBUILD of wood fence (2290 ft).

Stuart – FULL REBUILD of wood fence (900 ft).

Mammoth – FULL REBUILD of wood fence (2946 ft).

PROJECT LOCATION
This Project is located near the towns of Moab and Monticello Utah throughout the
Southern Portion of the Manti La Sal National Forest. Option Items are located on the
Northern portion of the Manti La Sal National Forest near Price and Ephraim Utah.

MAGNITUDE OF CONSTRUCTION PROJECT
Per FAR 36.204(e), the estimated project price range is between $500,000 and $1,000,000.

SITE INFORMATION AND LIMITATIONS
The following site conditions are considered incidental to the contract and the contractor
will not be paid directly for any of the following items:

1. Construction sites will be open to the public during construction. The Forest
Service will issue a notice to the public. The Contractor will be responsible for
signing and limiting public access.

2. All construction equipment shall be pressure washed before entering National
Forest System lands. The removal of mud and debris from treads, tracks and
undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and
underneath steps, running boards, and front bumper/brush guard assemblies will be
required. The purpose is to reduce or eliminate the transportation of noxious weeds,
which is required by Federal and State regulations.

3. No water is available at the site for construction purposes. No utilities are available
at the site for construction purposes.

4. Toilet facilities are not available at the Site. The Contractor shall provide temporary
toilet facilities (porta-potty) at the site during all construction work if necessary.

WORK CAMPS, STAGING AND STORAGE AREAS

1. Areas for staging operations and storage of materials shall be approved by the CO. The
Contractor must request in writing for approval from the CO to stage work trailers.

2. Overnight camping will be allowed on site.

INSPECTION OF WORKSITE
The contractor acknowledges they have taken the necessary steps to ascertain the nature
and location of work and have investigated and satisfied themselves as to the general and
local conditions that can affect the work or its cost. Any failure of the contractor to take
the actions described and acknowledged in this paragraph will not relieve the Contractor
from the responsibility of estimating properly the difficulty and cost of successfully
performing the work, or for proceeding to successfully perform the work without
additional expenses to the government.

START DATE
The anticipated POP start date is 08/1/2025.

CONTRACT TIME
365 Calendar days.

SITE VISIT
The distance between worksites and the vast expanse of each one makes site visits impractical.
Multiple pictures are provided within Section J showing current site/fence conditions. Also, 
available upon request is a .KMZ file showing coordinates when opened with Google Earth.
