The Boston Redevelopment Authority (“BRA”) , d/b/a Boston Planning & Development Agency (“BPDA”), by its Chief Procurement Officer (“CPO”), is issuing this RFP within the Charlestown Naby Yard (“CNY”) for engineering design services entitled “Flagship Wharf Bulkhead Repairs” (hereinafter the “Design Project”). Flagship Wharf (the “Wharf”) is used year-round as a key part of the City’s waterfront recreation and transportation networks. The Wharf hardens the Harbor’s edge with masonry and steel retaining walls to prevent filled land from eroding and provide for public use. Segments of the Flagship Wharf bulkhead and seawall are disjointed, interrupted by piers, constructed at different times. The wharf has currently weathered the marine environment past its useful service life and requires rehabilitative action to prevent its catastrophic failure.
