This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QE0000057 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2025-04, effective 11 June 2025.
IAW FAR 6.302-1(a)(1), the United States Coast Guard (USCG). Aviation Logistics Center (ALC) plans to award one (1) purchase order and negotiate only with Safran Electronics and Defense, Avionics USA, LLC (CAGE Code 003T0) as the only known source of the required services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
The applicable North American Industry Classification System (NAICS) code is 811210. The small business size standard is $34 million in average annual receipts. This is an unrestricted requirement.
It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis as a result of this solicitation for the evaluation possibly leading to the repair of the following items:

* We propose including an addendum to Federal Acquisition Regulation (FAR) clause 52.212-4 that will allow the USCG to send in additional units for evaluation and calibration by order modification. The cost of any necessary repairs and/or replacement parts would be negotiated and funded separately. The proposed addendum is:

Addendum 1
Option for the Evaluation of Additional Units:
At the time of award, the USCG will place an order for the evaluation of eight (8) each Actuator and Trim/Feel Test Sets. IAW this addendum, the USCG may require the evaluation of up to an additional ten (10) each Actuator and Trim/Feel Test Sets at the same price, terms, and conditions as specified in the purchase order. The Contractor shall quote any repairs identified during the evaluation separately for approval and funding by the Contracting Officer. The Contracting Officer may exercise this option by written notice to the Contractor through one year after date of award or another mutually agreed upon date. The turn-around time for the evaluation and calibration of additional units shall be the same as called for in the order unless the parties otherwise agree.
