REQUEST FOR PROPOSALS ENGINEERING CONSULTANT SERVICES TOWN OF CABOT, VERMONT RELOCATION OF VEHICLE SERVICE AND REPAIR BUSINESS FOR FLOOD MITIGATION PROJECT: SITE EVALUATION, SITE AND BUILDING DESIGN Proposal Deadline: July 20, 2025 BACKGROUND The Town of Cabot has a buyout grant from Vermont Emergency Management to remove the Cabot Garage, a vehicle service and repair facility located at 3102 Main Street, Cabot. This removal will accommodate a flood mitigation project that requires construction of a bridge and stream widening that will affect this property. The Town of Cabot’s Flood Resiliency Task Force is actively working with the owner of the Cabot Garage to find an alternative location in Cabot Village. We are seeking consulting services to assist in evaluation of alternative sites, and once a site is selected, to prepare an existing site plan and building design with cost estimates for the project. SCOPE OF WORK AND DELIVERABLES The following is the general scope of work outlined for this project. It may be modified in the proposal if the consultant provides a rationale for modification to achieve a similar outcome. 1. Pre-planning/Desktop Analysis of up to 5 potential sites: This will include a desktop review of all available online information about each potential site. Including a review of the town records, ANR GIS mapping for environmental factors, FEMA floodplain records, USDA soils mapping, and State permit review. 2. Site Evaluation/Recommendations & Preliminary Cost Estimate: To produce a site comparison evaluation that includes survey, design, permitting and construction cost rough estimates. 3. Attend Local Q&A Sessions up to 2 meetings: This may include two separate public meetings and/or Q& A sessions with the town or public. 4. Assist with Final Site Selection: Assist client with site selection based on public input, cost, and environmental considerations. 5. Topographic Field Survey – Perform topographic field survey of the selected site. 6. Preparation of Existing Site Plan: Draft existing conditions site plan. 7. Civil Site & Grading Design: Develop site and grading design that considers utility requirements, parking, access, local and state permitting requirements. 8. Conceptual Building Sketch Plans: Basic building floor plans and exterior elevations. 9. Construction Cost Estimate: Provide rough order of magnitude cost estimated for construction on the selected site PROPOSAL FORMAT Responses to this RFP should consist of the following: A. A technical proposal consisting of: 1. A cover letter expressing the firm’s interest in working on this project and the strengths your team brings to the project, including the identification of the principal individuals that will provide the requested services. Include each person’s area of responsibility as well as one-page resumes. Also include the same for any sub-consultants. 2. A scope of work and cost estimates for items 1-9 on a per site basis. The consultant may modify the scope described above. Note: At this time, there are a total of 2-3 sites in Cabot Village to undergo evaluation. 3. A cost-not-to-exceed amount for the work. CONTRACTING A. Form of Contract The agreement between the Town of Cabot and the Consultant shall take the form of a Not to Exceed, reimbursable contract. The Consultant shall provide the services necessary to ensure the successful completion of the project as set forth in the Request for Proposals and the final Scope of Work. Changes, modifications or amendments in the terms and conditions of this Agreement shall be written and signed by the duly authorized representative of the Consultant and the Town of Cabot. B. Payment The Town will reimburse the Consultant in a timely manner monthly for the work completed. CONTRACT PERIOD All work and deliverables on the project must be completed by November 1, 2025. CONTRACTOR SELECTION Proposals will be evaluated on the following criteria: 1. Qualifications of the firm and the personnel to be assigned to this project and prior experience. (25 points) 2. Clarity and detail of scope of work and costs (25 points) 3. Project Cost (25 points) 4. Ability to complete the work in a timely manner (25 points) Optional Interviews: Interviews with respondents to the RFP will be conducted if, in the opinion of the project selection committee, such interviews will aid in the selection of the firm most suited to complete the project. Interviews may be conducted in person, by telephone, or by using other available technologies.
