New York City Economic Development Corporation (NYCEDC) invites qualified parties to submit proposals for the disposition via sale of the Vernon C. Bain Correctional Center barge (“VCBC”, or “Barge”) for scrap or adaptive reuse. VCBC is an 800-bed jail barge formerly operated by the Department of Correction. Located at Hunts Point in the Bronx, southwest of the New Fulton Fish Market at 1 Halleck St, the barge measures 625 feet in length and 125 feet in width, with a five-story superstructure on the barge. The Barge is approximately 25 feet in height from the main deck elevation to the bottom keel. NYCEDC is engaged in remediating the land adjacent to the barge and reimaging the future of the site, which begins with removal of the prison barge. Respondent will be responsible for removing the Barge from its current site in a safe and expeditious manner, no later than 60 days after taking possession. NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the operational readiness and structure of the Respondent and Respondent’s team, qualifications of key staff identified in the proposal, the financial proposal, demonstrated successful experience in performing services similar to those encompassed in the RFP, economic impact, and the Respondent’s financial offer for purchase of the Barge. It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
