The Mission and Installation Contracting Command – Fort Carson (MICC-FC) has been tasked to solicit for and award a contract in which the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Fort Caron, Installation Access Control Point (IACP) Video Surveillance System (VSS), replacement and modernization as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). 

The contractor shall acquire, mount or install, and complete network and software configuration for the operation of cameras, servers, workstations, switches, and other integrated media devices as required.  All equipment must comply with the Trade Agreement Act (TAA), National Defense Authorization Act (NDAA), and Federal Information Security Modernization Act (FISMA) policies. The contractor shall accomplish a fully operable VSS that is approved by the RNEC and will be networked through the Fort Carson NIPR backbone with remote viewing accounts.  The contractor shall perform to the standards in this contract for the Directorate of Emergency Services (DES) at Fort Carson, Colorado.

This is a Request for Quote (RFQ) competed IAW FAR PART 13, Simplified Procedures for Certain Commercial Items; FAR PART 12, Commercial Items. Please see details of this requirement in the Salient Characteristics included in the RFQ W911RZ-25-Q-A022 attachment and attached Performance Work Statement (PWS). 

All offerors shall submit their quotes using the requested contract line item (CLIN) structure to the email address stated herein by the date and time specified herein. The offer shall include the name, address, and telephone number, unit price, an overall total price, description of service being offered in sufficient detail to evaluate compliance with the requirements in the solicitation and the PWS, any discount terms, cage, Unique Identity ID (UEID), size of business, taxpayer ID number, and acknowledgement of solicitation amendments.

Quotes must be received no later than the solicitation closing date and time listed on the solicitation. The Offeror is responsible for verifying that their quote package was received before the solicitation closing date and time.

Only e-mail submissions will be accepted. Quotes shall be valid for a minimum of 60 calendar days. The Closing Date and time for this Solicitation is 10:00 AM MDT on 24 JULY 2025. Quotes received after this date and time will be considered late in accordance with FAR 52.212-l(t) and will not be evaluated.

Site Visit is scheduled on 01 JULY 2025 to begin promptly@ 1330 MDT. Meeting location will be at the Fort Carson Visitor Control Center 6012 Nelson Blvd, Colorado Springs, Co 80902

Offerors should mark each page of their quote as "Proprietary Information" if they want it treated as Proprietary Information under the Procurement Integrity Act.

The Government intends to award on Lowest Price Technically Acceptable (LPTA) basis.The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

The Contractor shall submit all questions and concerns in writing via email. Questions shall be emailed and submitted no later than 10:00 AM MDT on 15 JULY 2025. The body of the email shall be numbered per question and contain questions in a clear and concise manner with specific reference to the page number and section of the solicitation, if applicable. All questions will be consolidated and answered on one document. Questions and answers will be available in the form of an amendment to the solicitation.

The Government is not obligated to award a contract because of this notice, nor does it obligate the Government to pay for any offer preparation costs.

SAM Registration: In accordance with the FAR 4.1102(a)Policy, offerors are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirement. The Offeror shall enter, in the block with its name and address on the cover page of its offer, the CAGE, followed by the Unique Entity Identifier (UEID) that identifies the Offeror's name and address. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one.

Emergencies: If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
