The U.S. Army Corps of Engineers (USACE) Europe District is considering issuing a solicitation for a new (not a reprocurement) Design-Build Single-Award Task-Order Contract (DB SATOC) for construction projects in Bulgaria and Romania. The DB SATOC may have a five-year ordering period with a maximum capacity of $49M, and task orders for construction projects may be between $100,000.00 and $5,000,000.00 each. A solicitation may be publicized around August 2025, with a possibility of a preproposal conference and/or site-visit, and a contract award around Spring 2026.

The solicitation may use the two-phase design-build procedures of FAR 16.5, FAR 36.3, and other regulations and supplements.

PROJECT DESCRIPTION

The DB SATOC is intended to provide quick response for facility repair, renovation, conversion, alteration, additions, construction, and the procurement/installation of minor construction, in support of IMCOM Europe. Similar to a Job Order Contract (JOC), this new contract vehicle would give the Government and Contractor opportunities for joint scoping. Unlike a JOC, however, there would not be a unit price book, and task orders may require designs.

CAPABILITIES STATEMENT

Vendors interested in the potential procurement should submit a brief capabilities statement as one PDF. The capabilities statement shall include the following.

1. Company name, address, point of contact, phone number, and e-mail address. Include CAGE code and UEI number from the company’s SAM registration.

2. Capability to perform contracts of similar magnitude and complexity. Describe projects completed within the past six years, if work was performed as a prime or subcontractor, and include the location, customer, and project value in local currency.

3. The company’s capability for bonding and to perform construction projects in Romania and Bulgaria.

4. Feedback, if any, on the acquisition strategy for the Government to consider.
