SP 027-605-032; SP 027-605-034; Minn Proj STBG 2725 (163) Full reconstruction of CSAH 5 (Franklin Avenue) between Lyndale Avenue (CSAH 22) and Chicago Avenue to improve safety, accessibility and comfort for all road users. The urban roadway will be converted from a four-lane-undivided roadway to a three-lane roadway with one lane in each direction and a two-way center turn lane. Medians will take place of the center turn lane in key locations to improve crossing conditions for pedestrians and bicyclists, manage access, and promote traffic calming. Existing deficiencies in off-street facilities for non-motorized use will be improved and added, such as continuous and unobstructed sidewalks and dedicated separated bicycle lanes at sidewalk level. Boulevards with green space, trees, and street lighting will be added. All traffic signals along the corridor will either be replaced or revised. Storm sewer will be replaced and stormwater treatment devices will be installed.
