This is a Sources Sought Notice issued by NAVSUP FLC Yokosuka (FLCY) Site Marianas in accordance with FAR Part 10. This Sources Sought Notice is issued as means of conducting market research to identify parties having an interest in and the resources to support the requirement. Responses to this notice will be used for informational and planning purposes only and will assist the Government in determining market capability, and assess the availability of small businesses, including those in socio-economic categories. This notice does not constitute a RFQ or RFP by the government, nor does it commit the Government to issue a solicitation or contract.
REQUIREMENT:
This contract shall provide a complete Construction Security and Monitoring Program for a Secure Facility project. The contractor shall include all aspects of physical, personnel, technical, and procedural security as required for a supported secure project to fully comply with Intelligence Community Directive (ICD) 705 (https://www.dni.gov/index.php/what-we-do/ic-related-menus/ic-related-links/intelligence-community-directives) and a Construction Security Plan (CSP) to ensure successful accreditation of the secure facility. The purpose of this requirement is to provide temporary construction security infrastructure, equipment, and services as well as construction security surveillance services in accordance with (IAW) the ICD705 and Department of Defense (DoD) policies The contract scope shall include construction security program management, administrative and construction surveillance operations.
SUBMISSION DETAILS:
Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length. The deadline for responses to this request is no later than 3:00PM Japan Standard Time (JST) on 14 July 2025.
Capabilities Statement should include:
1. Company’s name, Address, Point of Contact, Email Address, Phone Number, CAGE code and Unique Entity ID.
2. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or if it plans to register. Contractors must be registered in SAM at time of bid/proposal due date. Please see https://sam.gov/portal/SAM/ for additional registration information.
3. Business size and socio-economic classification (e.g. Small Business, 8(a), SDVOSB)
4. Any relevant GSA schedules or contract vehicles
5. Provide no more than two (2) example projects similar to the project description above completed by the interested prime contractor in the last ten years. Include Contract Number and Point of Contact information for the examples provided, in order for the Government to verify the past performance on indicated projects.

9. SOW Comments/Questions (Optional): Submit any comments or questions that your firm may have regarding the SOW. The Government will consider them as it finalizes the SOW. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.

Any information provided in response to this notice is strictly voluntary. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this notice.
